CIVIL SOCIETY ORGANIZATIONS AND SOCIAL POLICIES IN THE METROPOLITAN AREA OF BUENOS AIRES: BETWEEN THEORY AND REALITY[editar]

Summary

This article considers a set of questions that are at the heart of the current debate about the conceptions of civil society and its relationship with the State, and relates these perspectives to the analysis of some concrete experiences of actions undertaken by civil society organizations. This article's goal is to establish a correlate between three theoretical approaches about the civil society and the actual dynamics of CSOs activities in some peripheral municipalities in the Metropolitan Area of Buenos Aires. The participation of CSOs in social programs' management, within the current model of implementation of social policies, doesn´t match properly with normative theories, which are based on the concept of autonomy. Thus, the conclusion emphasizes the value of the sociopolitical approach to better understand the current situation.
