Summary

Cooperation workers have to face the difference between theory and reality when they implement a cooperation programme in developing countries. Behaviours and reactions of recipient countries are different to previous perceptions in the academic field: conflicting ideas between the organizations appear. This article starts from the assumption that participatory development approach is hard to employ in the Morocco cooperation context. From this premise we question what could be the role of NGOs and universities for the prevention of risks in a development cooperation programme. Finally we will carry out serious reflection about the future challenges in the field, specifically in the mediation, training and development research.
